From Vision to Impact

Rosebud Oil Company Ltd. (Rosebud) is an Indigenous-focused investment and development organization dedicated to advancing economic reconciliation through strategic investment, partnership, and innovation. We work alongside Indigenous communities, entrepreneurs, and leaders to build sustainable, long-term economic opportunities across Canada, with a focus on critical minerals, energy security, and community-led development.

Rosebud paved the way for the historic first Nation-to-Nation meeting between the Michi Saagiig and His Majesty King Charles III in July 2023. This dialogue between the Monarch and the Michi Saagiig was the first of its kind since 1860. We have continued to support meaningful steps towards Truth and Reconciliation, as well as non-financial support including:

  • Strategic consultation
  • Collaborative project development

The Steven Low Foundation was created via a donation from Rosebud Oil Company Ltd. with the mission of empowering Indigenous nations and communities who share territory with Canada. Our work is grounded in grants that advance long-term goals while addressing immediate needs.

To date, the Steven Low Foundation has:

  • Distributed $275,000 in direct funding
  • Supported 16 community-led projects nationwide

Our Key Areas of Focus

Women-Led and
Community Initiatives

Supporting Indigenous women as leaders, entrepreneurs, and changemakers through funding, mentorship, and capacity-building.

Truth, Reconciliation and Missing Persons Initiatives

Supporting work that addresses the legacy of residential schools, missing and murdered Indigenous persons, and community healing through culturally grounded approaches.

Cultural Preservation and Revitalization

Backing projects that protect language, tradition, and cultural identity while creating sustainable economic pathways.

Economic Participation and Capacity Building

Advancing Indigenous ownership, employment, and long-term participation in Canada's resource and infrastructure economy.

Innovation Rooted in Action

From its earliest days, Rosebud has been solutions driven, forward-thinking and has advocated for a unified,
Indigenous-Canadian-led energy strategy that:

Strengthens national
energy security

Creates jobs
across regions

Leverages Canada's own
resources responsibly

Aligns with growing public support for coast-to-coast infrastructure

A STRATEGIC FOCUS ON CRITICAL MINERALS

While energy remains an important part of Canada's economy, Rosebud's primary focus today is on critical minerals - the backbone of modern infrastructure, clean technology, and national security.

Our approach emphasizes:

  • Indigenous participation in critical mineral development
  • Responsible and sustainable extraction
  • Long-term economic benefit for communities
  • Alignment with Canada's future energy and supply-chain needs

This shift reflects both global demand and Indigenous leadership in shaping what comes next.

GROUNDED IN INDIGENOUS ECONOMIC RECONCILIATION

At the heart of Rosebud's work is a belief in Indigenomics: a term coined by Carol Anne Holt which states that true reconciliation is built through economic inclusion, ownership, and self-determination.

We believe reconciliation is not symbolic. It is structural. It is economic. And it must be enduring.

Rosebud and the Steven Low Foundation work together to:

  • Support Indigenous-led economic development, recognizing that Indigenous communities are equal partners, not just stakeholders
  • Foster innovative, national collaborations that serve people, not the other way around
  • Create opportunities rooted in respect and partnership
  • Ensure that economic reconciliation is measurable and lasting

We want to empower Indigenous businesses, workers, and communities across Canada to seize this opportunity and our pledge is to be

A MESSAGE FROM OUR LATE FOUNDER

As a Holocaust survivor, I know firsthand what it is like to be robbed of one's identity, heritage, and future. I survived. I lived. I was granted a life, coming to Canada as a refugee. I was given hope by a nation, only to learn the appalling truth of its past.

The First Nations, Métis and Inuit are my brethren. They are all my relations.

To do nothing is not an option. It is in all of us to step forward, be mindful leaders, and treat each other with dignity and respect. It is up to all of us to right an unconscionable wrong in any and every way we can.

The Foundation that bears my name will help find the beloved remains of residential school children, bringing some closure to those suffering from generational trauma while fulfilling other needs of Indigenous communities as requested. Rosebud Oil Company Ltd. will help fund First Nations, Métis, and Inuit businesses so they can build their own futures, sustainable and prosperous and everything in a good way.

It is my personal wish that Rosebud Oil Company Ltd. and The Steven Low Foundation bring healing and hope to those who have suffered too much and for too long. This is more than my step towards truth and reconciliation. This is my legacy.

Steven Low

(1932 - 2024)

In April 2025, Veronica Low, Managing Director of Rosebud Oil Company Ltd. and The Steven Low Foundation, was awarded the King Charles III Coronation Medal for her significant contributions to Indigenous Truth and Reconciliation in Canada. This recognition reflects the values that guide Rosebud's and the Foundation's work every day: respect, accountability, and long-term commitment.
